Template: PDMLinkForGIMPE

Macro to streamline links to the PDM(s) for private edition, which are potentially RDBMS-specific.

Until the PE PDM is published, this template links to the cloud PDM on docs.genesys.com.

The template requires two parameters -- |topic and |linkText -- and accepts an optional |anchor parameter.
